- Remove xzaviar_presence.md dynamic file (archived to disabled/)
- Create vpn-health skill with on-demand checks
- Target: 10.10.10.2 VPN gateway (not specific device)
- Remove cron job (no more 5-min monitoring)
- Tested: VPN tunnel healthy (67ms latency)
